If she enjoyed Sunshine but struggled with it, Galaxy's Co-Star mode might actually be ideal.
But if she enjoyed Melee, there's no reason not to get Brawl.
Kart would be the safest bet if only you could wait. Mario Strikers might be worth thinking about. It has the random power-up/pure skill mixture that makes Kart so universal, but probably isn't as good overall. I haven't played it.
You could get her a cheap game like Crossbow Training and promise her Kart in a few weeks.
