In the case of the Wii U's chip, it's being produced only, and ONLY for Nintendo. When you're mass producing anything, the cost goes down the more units are manufactured. Nintendo would've used custom hardware instead of PC hardware like PS4/X1 because it has a history of going to its own beat instead adapting.
