IF its exclusives and 3DS counts then probably.
Only consoles? then nope.
Halo 5,Gran turismo 7,Gears of war 4,Uncharted 4 and TLOU 2 will be at [8-12] million range.
And WiiU will not have install base enough to allow a game to sell that much.(unless it's heavily bundled with 70%-80% attach rate)
