Probably because they felt it wouldn't have been profitable enough, the FFXV code, or they simply don't care for the Vita.

Because Vita is already get another version of this game.....its called Agito+. Set within the same world and stories with Type-0.

So SE wanted to expand this series (Fabula Nova Crystallis series) to wider audiences by porting the main story version (type-0) to PS4 and XB1. Thus, completing the series as a home consoles (from XIII trilogy to XV)
