Has anyone else in the US noticed that on video game consoles, there seems to be a cap or at the very least, some sort of throttling going on? I recently upgraded my shitty internet (6 down .4 up) to something more respectful (60 down 5 up) and after timing the downloads, found out that it's not even CLOSE to that speed. When I ran a speed check on the PS4, it says 25 down and 2.5 up and that's the fastest I've seen. I've even personally clocked downloads on Wii-U, Xbox 360 and PS4 and none of them go over that speed. The Wii-U was something around 12mbps.

Now, I know it isn't my internet, or my router, because when I download something off Steam, or anything else on my PC, it's always right around 60mbps. I've run countless speed checks from countless different sources and it always comes back fine so it HAS to Nintendo, Sony and Microsoft doing this.

Has anyone else experienced this? What the hell is going on?
