To me it's worth it. The new C stick is the selling point for me, everything else is just extra. I play a lot of monster hunter and not having to attach some funky accessory to play the game is worth the price of admission.
Plus consider all the other games that will benefit from the C stick
Then consider the slightly better hardware for faster load times and the ability to play Xenoblade Chronicles
I already own a 3DS but I'm going to give it to my nephew as a gift and get myself the New 3DS XL and I cannot wait to get my hands on it and play some MH4
