Nintendo specifically talked about a flexible pricing model where players are rewarded for buying more games per year with higher discounts the more you buy.
And cross buy is not a reward. Don't expect that here.

I think new program will be like a part of Nintendo Network and Eshop and not entirely separate program like Club Nintendo, so I expect will have cross buy to, it will not be practical in this gen (only Mario vs Donkey Kong), but will shy on next platform.
