Nintendo isn't being held back by cash. They simply don't want to expand.

Nintendo is a public company that must be accountable to their investors. Nintendo has to produce positive return and generate revenues. Selling the Mariners will not generate long term revenues. If Iwata doesn't manage the business properly and turn thing around he will either lose his job or get demoted which is the Japanesse way.
