Yeah the CPU is the most important when it comes to emulation. As long as your cpu has a high IPC you should be fine. You need a bluetooth adapter of some kind, either built in or a usb one. If it is an official Nintendo wiimote all you need to do is have your bluetooth driver recognize this (it should be automatic, depending on your driver.) Then you can use your Wii's sensor bar, I have my Wii next to my PC and turn it on after I connect my Wiimote (so that the Wiimote doesn't tether to the Wii.) You don't have to mess with settings if you're using a Wiimote, all you have to do is choose Real Wiimote in dolphin's Wiimote tab. For GC games you can use your 360 controller.
Also if you want to play Skyward Sword or Red Steel 2, I'd recommend getting a plus (or normal + plus attachment.)
