Is there a chance that PS4 shipped over 20 million before the end of last year? If yes it could still be ahead of Wii.

And for the Wii, it managed reach 20.13 million shipped by 31th of December 2007. Yes Wii was in much shorter supply back then so in sold numbers the Wii was certainly ahead, but in the end the number that goes in the record books is what it shipped. And it's the only numbers we ever know for sure.

So how big is the chance? I would say there is a small chance it made it.

Based on what I saw left in stores I would say yes.
