I would say unless you really want to play 3DS immediately, it's worth it to wait until February 13th.
Personally, I was thinking about buying a 3DS for Christmas but I decided to wait for the New 3DS mostly because I predict that a lot of new games being developed right now will probably get graphical boosts when played on the New 3DS. The poor resolution and graphics on the 3DS are a sore spot for me and I would like to get the most powerful version of the hardware that I can get.
