Depends really. Like, if ur on a tight budget, imo, not really. I mean, looking at the majority of the games that are coming out, virtually all of them will be playable on the regular 3ds with the exception of Xenoblade which is a downgraded wii port.

But, if you have money lying around and you want just a better overall experience for ur 3ds, then yea, you can go ahead and upgrade or spend the extra cash cause not only is the loading and the wifi faster, you also have a better 3d experience due to the eye tracking camera and more buttons as well as a C-stick
