Well, it seems OP was half correct.
Joystiq reports (sorry, no link, I'm using my phone) that disc versions outside NA are getting delayed due to production issues.
Digital release is unaffected, disc will release on 1/27 in the US, but there is no definite date for the other territories.
My opinion: This will greatly damage game's sales, as they will miss out on a nice 15-day period of being the only new game in stores.
Also, hopefully ioi will see this and keep it in mind when tracking software, so he can avoid another Spiderman (XOne) fiasco.
