Well AMD pretty much confirmed it already, so...
As for the question in the OP, it is technically possible if the leap is big enough, but I doubt it will be the case. Even more so since Nintendos Chips are always heavely customized, which makes transcoding even more challenging.
Also, we don't know yet which console AMDs chip will be in. Since AMD also makes chips for tablets (Beema, based on the Puma architecture, a enhanced Jaguar which in turn is used in XBO/PS4), it could as well be just a chip for the 3DS follow-up. Considering the 2016 date announced by AMD, it even seems more logical since the 3DS is over 1 year older than the Wii U and it's hardware rapidly aging.
