Why? Why would you want to exclude so many people from having fun online at a Pokémon game? That's very elitist and is a big reason why I never play Pokémon online.

Pokémon would still have tons of strategy if it was just the battling. It would just be far more accesible to people.

It is still. EV's don't take that much of time and make you feel you are training your Pokemon. It also add a strategic level as you have to spend your EV's how you want to use your Pokemon.

IV's are different though, it's not a choice, and it's quite random. You can still wins a lot of online battle without the perfects IVs.
