They could do it with the strength of the original 3DS,  amazing thing were achived on the PS2 look at the Jrpgs it recieved like FFX/XII. The Original DS could handle much better 3D then what pokemon offered at the time and even during the 2D era's Nintendo acted like animated sprites weren't a thing. The point is they are always behind, not pushing the boundaries.  Just look at the complex animations and behaviours of creatures in MH4 made for the original 3DS, yet Nintendo can't manage fully rendered battle environments in X and Y? By now you should know that Nintendo aren't interesting in delivering a ground breaking pokemon experience.

The worlds in those games aren't nearly as big as the one's in Pokemon though and not with all the character models. Not if they were done to scale. Building a game world is more than just being 3D. There's absolutely no doubt in my mind that Pokemon XY couldn't have been the big open world game I described on the original 3DS. There's no game that comes close to that scale on the system. Maybe they really aren't interested in making a ground breaking Pokemon game, but XY are absolutely not proof of that at all.

And MH makes a lot of compromises to fit and workon the 3DS. That's why the game looks so ugly and the animations are definitely not complex.
