Sorry to ignore most of your post but hardware limitations have never really been in the way of pokemon. Nintendo has never made themselves sweat with those titles, they offer what is easiest and cheapest whilst making a few necessary adjustments when needed.
Realistically you'll get the pokemon game you want when Nintendo's handhelds are the strength of the PS4 lol
