Were the 1st downloadable Wii games for Wii U strategically chosen?

I feel like its a test, them thinking there is so much talking about Metroid Prime and Mario, but Mario 3D sold badly and the Primes sold badly... they want to know one thing: "Is it worth it?"

Punch Out and Donkey Kong meanwhile are... confusing.
