In theory I agree, but MS are not in a pickle and don't need to make the extra income (else there is a lot of things they could do).
Whay if Region locking was no longer a thing for WiiU?
That and nothing but Nintendo sells on WiiU in Japan anyway, look at Bayo 2, they rejected it. It's not like Halo would sell loads there.
