Its almost the samething as the Vita not coming with a memory card during launch. Without a memory card, you can't really do anything like play games cause you need one in order to save games so the Vita was essentially a brick until you got one
So overall, I don't think it but its not thatttt big of a deal imo cause it does inform the consumer beforehand
