30fps footage looks smoother on the 60fps setting than it does on the default (haven't a clue why though). That would explain why it looks smoother, but nothing like actual 60fps.
To be honest it doesn't look like 1080p either. It could simply be a case of someone over at Nintendo being a tad overzealous on the video compression, but it looks like 720p to me.
