In fact they improved a lot from 4 to 5 but not content-wise. They didn't want to use the old track data but only the new laser-scanned data and started with new assets. Also new driving engine, physics engine and a lot more which was, in the end, too much for a launch game.

So my guess Forza 6 will be a lot better than 5.

Still doesn't explain why they cut most of the fantasy tracks which didn't require any laser-scanning.  Hopefully they will bring a lot of those back also, especially Fujimi Kaido even though I suck at drifting.
