Germany had lower installations of unlicenced software, and a lower value of unlicenced software in 2013 then France (by a value exceeding $500 million).

How exactly do they love pirating more than anyone else? If anything, Germany seem to be on the lower end of the scale when it comes to piracy rates in Europe. However, they have a population of over 80 million people (the highest in Europe if you discount Russia). So obviously the total value of pirated software there is going to be high, even with lower piracy rates.
