No, they aren't really.
The primary reason for Sega being able to buy other studios and companies in recent years, has nothing to do with them being more successful, but it has to do with them being bought out and merged with a much more healthy pachinko company in Japan called Sammy in 2003. Between the pachinko money and a few well received new francises aimed at the Japanese market (Yakuza and Hatsune Miku) they haven't had strong recent success worldwide aside from Sonic games. They have made some good to great games yes, but they haven't been able to keep a franchise going themselves outside of Sonic, the previously mentioned two aimed primarily at the Japanese market and the Shining games (which have become anime cliche central and a playground for anime/manga artists to pimp out fantasy designs) since they exited the market as a 1st party publisher.
The Sega today is not the one of its glory days.
