These imports are irrelevant in the big picture, most game buyers won't think about importing stuff and don't give a shit about big USK logos or saving a few bucks each game. The main issue is that most PC games (allegedly 9 of 10 games) are sold digital (with Steam as main distributor) and don't surface in retail statistics.
