It doesn't even need to. Even if the market consists of only 50M people, it's still a huge number to develop software for.

The market shouldn't shrink that much more now anyway.

I don't have any evidecence to suggest the actual handled market won't shrink anymore. I honesly don't know. Still I think the potential market for traditional handled consoles is larger than the actual market, because 3DS and PsVita are simply weak consoles.
