As for the OP I can't believe you already used it up. The 1gb is available for both ps3, ps4 and vita which comes up to 3gb overall. I'm not sure How much mine has left in PS4 but for my PS3 and Vita I'm not even close to half way. They should probably increase the size for the PS4 because of the save file increase size.

Its probably the syncing cause if you say play a game in offline mode and then u save it and then u go online, it will have two different versions of the samefile. But it should ask u if u want to over write it or not

Nah, I don't play steam in offline mode.
