Bayonetta 2 doesn't look like it was especially cheap to make, plus they went through the effort of porting Bayo 1. It's possible Nintendo got a bargain because some of the work was done with Sega's money or something, but unless there was a unique situation going on, it's hard to imagine that kind of game pulling a decent profit without hitting a million or so.
