Zelda game sales don't necessarily seem to be influenced much by the sales of the console they are on. Ocarina of Time sold more than the Wii version of Twilight Princess and double what Skyward Sword managed, even though the Wii obviously has a MUCH larger install base than the N64.
If Zelda U looks good at E3 and continues to build hype, peaking at the time of its release with great reviews, I think it can outsell Majora's Mask and Skyward Sword. Even on Wii U, I think 4 million or more is possible. It will just depend on how well Nintendo shows it off and how good the game actually is. The fact that it's an open-world game already bodes well for it, because it shows that Nintendo is pandering to the Western audience, which has consistently been where Zelda sells best.
