The developer is Realtime, but the publisher is Webzan who appears to be focusing their efforts towards the 360. Further more they are basically competing against Sony on their particular gaming front. Sony got NCsoft on board for the PS3, and Microsoft seems to have gotten Webzan on board for the 360.

Realtime probably has the option to publish the game for other platforms if they so desire, but they will probably wait to see how successful the title is first. No point in ponying up the publishing costs unless they are sure to make enough profit to justify doing so in the first place.

Most likely the title will arrive on the 360 and PC, but will probably not be a major seller. The problem is that it is a open world GTA based around multiplayer. The problem is that we will be seeing such a game in a fortnight. So a year short and an innovative concept late to the party they will probably be. Unless the game sees a drastic redesign for differentiation purposes it will probably not garner millions of sales.
