Yep!
PS4 will have bigger games in 2nd year then the PS3 managed. Dragon Quest Heroes, Persona 5, Final Fantasy Type 0, (probs)Final Fantasy XV, Metal Gear Solid 5, Tekken 7, Street Fighter V, Bloodborne, Gundam, Deep Down. More games we don't know about yet.
Now not all are exclusives and FFXV may be 2016 (unlikely), but I think PS4 will benefit from the games bigger in general for japans market. In the same timeframe the PS3 received MSG4 and little else of note (correct me if I'm wrong).
Part of the PS3's underperformance in Japan is that few of its games really clicked with the market. PS4 started a bit slow, but it seems more big japanese devs are playing their hands earlier and I suspect putting some emphasis back on consoles versus handheld space.
