Well Flash, Aquaman, Cyborg and Green Lantern are really important people in the Justice League, which DC eventually wants to get to.
Smaller Marvel heroes are getting films because of the success they had with Guardians of the Galaxy, which had the most obscure characters. Marvel knows that their fans will watch pretty much anything they make and if they market a movie right that there's no chance it will flop on the box office.
