I would think they are. Though I do believe they had this in mind from jump, but with all the publicity that might be gained in gaming sites stating it was project zero's doing may help get people off their ass when other fan movements take place (like Project Zohar).
Either way I think we will be getting Fatal Frame and it will be announced this year.
