Do you have a quote saying that? I read a lot of tech articles to do with gaming, processor technology and other technologies related to future technologies that could be used in future games platforms and I haven't once seen AMD come right out and say that they want to "cash in" on Nintendo's next handheld.
Nintendo are yet to release the new 3DS in the west, there's also a lot of talk about them merging their API to allow for a more unified development platform, so they can release a console/handheld ecosystem that will allow them to develop a game across both platforms with ease.
If AMD were talking about any existing player within the market it's doubtful this relates to a home console, because all parties are still a long way off from releasing something new, like 5 years at the minimum from when they launched their last systems. Vita launched in 2011, Sony would have had 3 years of sales time out of the slim, perfect timing to launch their next handheld, especially if there's still a market for such a system and they can right any wrongs they made with it. We'll see what happens though.
