X-men.
Do you not find it weird that in the comics, time and time again, the X-men deal with mutant problems? Civil War they (mutants) were all asked to register and just said 'No, we've done this before and it didn't turn out well.' Nothing happens. Cap says 'No.' and starts a superhero war, as such. The whole world in Marvel is connected yet characters stick to their books. Films will be no different.
