FF, the main-series, is way too important to ever get a 'lower priority'

FFXIII is also the game where Square invests the most money in
so they can't just give it less attention all of sudden..

I'm saying lower priority on the release schedule than their bigger release, Dragon Quest.  Dragon Quest goes to a console with many times the userbase in Japan, and has a much greater potential to generate huge profit than Final Fantasy 13.  From a business perspective, if Square-Enix was going to put more resources into one product and try to get it out first, they would do  it with their biggest: Dragon Quest.

Don't forget that Enix was the big company in the Square-Enix merger.

but I don't agree with what you say about DQ
cause yes in Japan DQ is their biggest franchise
but worldwide it's Final Fantasy, so it makes more sense for them to invest more in a Final Fantasy title

and Enix was maybe bigger,
but Square Enix now got 8 Square development teams, and 2 Enix development teams (check wikipedia on Square Enix, if it's true of course)
