a large number of the games on that list (which is unverified) of high budgets actually either did not make the publisher money or lost them money. sure there were some wild successes, but massive budgets never automatically result in success
also as some have mentioned I am pretty sure Nintendo does not always reveal their budgets for particular games, I would not be surprised if there are some that were higher than people realize
