Tingle is one of the stupidest things about Majora's Mask. He sells you maps of areas you haven't been to yet. Useless maps as undetailed as the ones in Ocarina of Time. What an abysmal map system. Worst one in a Zelda game by far.
Olaf is walking talking symbolism, the physical manifestation of Elsa's love for her sister. At least he serves a purpose in that regard.
