Because I'm more of a forward+B, upsmash, forwardsmash, and neutral A (plus those other moves you stated) user.

The problem is that Pikachu's Down + A (like ROB's) comes out extremely fast, sucks people into it as it goes, and can kill.  Predictable or not, if you roll with Pikachu it's going to be used and it's likely it'll hit you before you can react.

Yeah, but there is a semi-long opening if it misses.
You can even make an easy hit if you block through the whole thing since it already sucked you in close.
Plus it can only kill at high percentages.
usually his forward smash, up+B or forward+B(if you have the opportunity) should be a lot more effective at that point(usually earlier at that point).

 

His forward smash has an even longer lag after being used than the Down + A plus it's not always helpful after a roll.  Up + B isn't going to kill anyone but there are some really fun tricks you can do with it.  Forward + B is very nice.  Good move if you hit or get out of the enemy's range with it.
