Unless it's a game not specifically developed by a part of the company, I think saying it was created by the publisher whether it's Nintendo, Sony, Microsoft, EA, etc, is fine. The publishers own the developers, so in essence, the game was created by the publisher.
Games like Bayonetta 2, Dark Cloud, Shank, etc, are third party developed titles that are only published, not developed by part of the publisher, so they're by their respective developers.
With Japanese publishers though, Capcom, Nintendo, etc. Most of their development teams are just numbered teams. So the odds are stacked in their favor when journalists single out western developers.
