Nobody is comparing it to DS, the OP is comparing 2014 sales to 2013 sales. YOY, 3DS is showing a very large drop, 2013-14.4 million vs 2014-9.5ish million. That's down about 35% YoY which is pretty significant.

I know, I'm just referring to people that have been comparing them and citing that as a reason why even though the 3DS isn't doing as well, as a handheld in 2014 it did pretty good.
There really just wasn't as huge of software this year. We had Smash, Bravely Default, Kirby, Pokemon, etc. but 2013 had Fire Emblem, Luigi's Mansion, Animal Crossing, Zelda, Shin Megami Tensei, Pokemon, DK, etc. Which is really hard to beat. I think the software in 2013 really pushed it as far as possible and they could only go down from there, which is natural after a peak year.
