I was referring to this:

Iwata: So [modern games] are backed by this huge amount of effort and technology, but it feels like very few people remember them [story moments] or players skip over things within the game.

If people don't remember the story moments, it's mostly because the storytelling sucks. Of course it's not a good use of resources to focus on cutscenes if no one cares about your story.

I imagine his thinking is more along the lines of 

"We put all this effort and tiem into making this cutscene and all we receive is people complaining that you can't skip cutscenes."
