Have you played a few Zelda games? The quality of the puzzles and dungeon design is far out of Rockstar's league (based on their experience with doing such things, not based on their pedigree as developers). Arkham City had good puzzles and dungeons for a realistic game (I know its not a Rockstar game, just giving an example) but after experiencing puzzles like those with the Time Shift Stones, or one of my greatest gaming memories ever: finding all 30 gold skultulas in the 2nd house of skultula in Majora's mask, or playing the Tower of Spirits in Spirit Tracks and switching seamlessly between Zelda (who would be controlling the body of a phantom I had taken over, and have that particular Phantom's special ability) and Link, to mention just a few, after experiencing such magic, most puzzles in more realistic games hardly ever feel as good.
Games like God of War, Final Fantasy, etc have some good puzzles, but never on the scale and with the consistency that Zelda games have. Someone mentioned earlier that different people want different things from zelda games. For someone like me who comes for the puzzles, Rockstar wouldn't have a chance of making a better Zelda game.
