Definitely generalizing. I have no idea how he concluded that "doing much better than 2014" equaled to "lighting Japan on fire". Let's be real here. Yeah, you can blame the fact that Japan is more of a handheld market. However, at the same time, you cannot ignore that fact that the PS4's 2014 library was not that appealing to the Japanese audience. If there are no games the Japanese audience wants, then what's the point of buying a PS4? Looking at next year's lineup for Japan, it is substantially better not just in terms of quantity, but also in games that actually appeal to the Japanese gamer.
Now, is the PS4 going to do better than the PS3? Maybe, maybe not... Who knows? But to conclude that the PS4 will never fare better than the PS3 is a very hasty generalization.
