The central goverment allows certain free market things but holy crap they look like they're so damn close to being like the old Russia. By the way it was supposed to say massive downfall in oil prices.
Just imagine this:
Russia has 1 trillion DOLLARS in forex reserves. Before the oil price collapse, that would've been 33 trillion rouble, now it's ~66 trillion rouble. Then they exchange the dollar to roubles. Now, if this is all a conspiracy from Russia, they could raise the oil price, thus bringing the rouble up as well. So when Russia exchanges the roubles back to dollars, the exchange rate will have gone back to normal and Russia will all of a sudden have 2 trillion DOLLARS. So they've doubled their amount of cash. The temporaey economic setback was probably worth it.
