I would say season 3 was tops, due to the more unique dynamics. Kuvira was a dull villain up until the Colossus entered the picture, and one who would have lost weeks before had Korra not been suffering from power incontinence.
That said, she was a better villain than Unalaq, who reeks of wasted potential. She fits Amon better, being a more realistic villain that delves into a fairly realistic line of earthly political extremism (not Nazis, folks. She's Jiang Jieshi, full stop), against Amon's more Communist overtones or Zaheer's radical anarchism.
