Again, just like 90% of today's topics: Valve is a business, they don't care much about your opinions, just about money and power to make more money. Even if it does seem awkward, it may just be one step for saving some money or earning even more in the future. If people want a game and vote for it to be on Steam, it can still be a loss for them or in any other way disturbing their business.
Go crazy about it but you won't change a single thing if you keep using the company's services. Years of "abuse of power" by the big digital companies and people still haven't learned.
