As the platform owner ofcourse Valve has any right to do as they please, but because Steam is a very very important store in the PC space it's also our responsibility as consumers to react with a healthy amount of criticism if a decision made by Valve seems inconsistent with existing practice, especially if they give no good reasoning for said decision.
