Yeah, it's hard to tell. I'll wait and see what Maximilian thinks in his upcoming video analysis. Initially he seemed to think so at least. But when I looked at it again, it looked more like heavy block stun.
Two other interesting details I noticed:
- Normal damage now causes recoverable health. - You can't get chipped to death any more. (At least not by Special moves, seeing as Chun seemingly blocked 2 Hadoken's when her health was at 0.)
Both of these things to me suggests a more offensive/fast paced game, where you're rewarded for keeping the momentum going. This fits with the new guard break mechanic we saw in the first trailer. Also, Ryu's Denjin Hadoken was unblockable in Street Fighter 3 if you charged it up fully.

I didn't hate the idea of chip kills, but I always wanted another way. No win unless you break your enemy's defenses. Unless you spend that bar, lol.
