If the dev gives 60fps priority then it can, Ground Zeroes, Advanced Warfare etc.
But you do realise that saying a system runs a game at 60fps and the other doesn't means nothing unless we know how demanding the game is? Unless you'd suggest that the PS4 and Xbox One wont be able to run this in 720p 60fps?
